Nasce a Rede MangueMar Brasil

O I Encontro da Rede MangueMar Brasil ocorreu em dezembro de 2007 no distrito de Acupe, em Santo Amaro (BA), reunindo 50 pessoas, entre pescadores, ONGs e pesquisadores, oriundos de 13 estados da costa brasileira. O Encontro consolidou a criação da Rede MangueMar Brasil.

O I Encontro da Rede MangueMar Brasil ocorreu entre os dias 10 e 13 de dezembro no distrito de Acupe, em Santo Amaro (BA), reunindo 50 pessoas, entre pescadores, ONGs e pesquisadores, oriundos de 13 estados da costa brasileira ( Pará, Maranhão, Piauí, Ceará, Rio Grande do Norte, Pernambuco, Alagoas, Bahia, Espírito Santo, Rio de Janeiro, São Paulo, Santa Catarina e Rio Grande do Sul). Este Encontro consolidou a criação da Rede MangueMar Brasil.

O processo de construção da Rede Mangue Mar Brasil começou no ano de 2001, quando movimentos de pescadores, ONGs e pesquisadores começaram a trabalhar em rede em defesa dos povos do mar e dos ambientes marinhos, manguezais e restingas da costa brasileira. A luta contra a carcinicultura na Bahia e no Ceará são exemplos bem sucedidos dos potenciais transformadores da ação em rede. pescadores e marisqueiras que participaram do seminário Nas Mãos dos Pescadores em 2003 no Ceará, onde obtiveram conhecimentos mais profundos sobre carcinicultura, voltaram para as comunidades e transmitiram o que aprenderam com RedManglar Internacional – articulação internacional em defesa dos manguezais e populações tradicionais. Em 2004, o apoio da RedManglar foi fundamental para fortalecer a resistência das comunidades que sofreram violações aos direitos humanos pela carcinicultura.

Essas comunidades se articularam no Ceará em torno da Rede Realce (Rede de Educação Ambiental do Litoral Cearense), em defesa dos manguezais e contra a carcinicultura. A partir da Realce, em novembro de 2005, moradores das comunidades atingidas pela carcinicultura participaram das atividades de mobilização em torno da Audiência Publica do maior empreendimento de carcinicultura do Brasil, previsto para Caravelas, na Bahia. Curral Velho (Acaraú, CE), Cumbe (Aracati, CE) e os índios Tremembé aí estiveram para participar e denunciar os impactos negativos da carcinicultura sobre suas comunidades. Esta Rede gerou um fortalecimento que mudou o rumo dos eventos e impediu a instalação deste grande empreendimento nos manguezais de Caravelas e Nova Viçosa, hoje em vias de se tornar a Resex Cassurubá.

A discussão sobre a importância da criação de uma Rede Nacional unindo os povos do mar, entidades da sociedade civil e pesquisadores de universidades foi amadurecida em 2006, em reuniões que se realizaram em agosto e novembro, respectivamente, no Seminário “Manguezal e Vida Comunitária: os impactos socioambientais da carcinicultura” em Fortaleza e no encontro Nacional de Gerenciamento Costeiro (ENCOGERCO), em Florianópolis.
A criação de uma Rede com foco na articulação de movimentos de pescadores, ONGs e pesquisadores, em defesa dos povos do mar e dos ambientes marinhos e costeiros do Brasil vem responder à necessidade de se pensar na luta por políticas públicas voltadas especificamente para a Zona Costeira e a importância de uma articulação nacional empenhada na construção de alternativas sustentáveis que combatam a vulnerabilidade das populações da zona costeira.

As populações que vivem na Zona Costeira brasileira – próximo a restingas, manguezais e ambientes marinhos – vem sofrendo com os impactos negativos causados pela expansão de projetos econômicos que não respeitam a importância dos ecossistemas marinho-costeiros para a integridade de seus modos de vida. Os grupos extrativistas vêm sofrendo nas últimas décadas com a expansão de atividades altamente impactantes dos pontos de vista social e ambiental. São elas: a carcinicultura, a monocultura do eucalipto, o turismo predatório, a especulação imobiliária, a pesca predatória, a poluição química e industrial, a construção de portos e barragens, atividades que vem gerando – de norte a sul do Brasil - a perda dos territórios tradicionais dos povos do mar, a limitação dos acessos às áreas de pesca e mariscagem e a diminuição drástica dos próprios recursos naturais de uso comum. Como alternativa a essas atividades, a Rede MangueMar Brasil defende a criação de novas Unidades de Conservação de uso sustentável, a implementação efetiva dos planos e conselhos previstos no SNUC e uma gestão democrática e plenamente participativa.

Além disso, os movimentos de pescadores vêm lutando contra a falta de legitimidade e apropriação indevida dos seus canais de representação, buscando novos modos de defesa dos grupos extrativistas, que respeitem sua autonomia e assumam de forma integral e compromissada suas atuais bandeiras de luta.

A Rede MangueMar Brasil está articulada à Redmanglar Internacional. Algumas de suas entidades participantes vem participando desde 2001 dessa rede, cujo trabalho virtual através de trocas de informações e denúncias vêm fortalecendo intensamente as lutas locais e regionais enfrentadas pelas comunidades do mar e dos manguezais.

A Rede MangueMar Brasil tem como objetivos apoiar e fortalecer as lutas de mulheres e homens, povos do mar, dos manguezais e da costa brasileira; promover uma maior circulação e disseminação de informações; construir e compartilhar experiências positivas de resistência e ações que não tem visibilidade; denunciar todo tipo de agressão aos ecossistemas marinhos e costeiros; socializar conhecimentos científicos, técnicos e populares buscando integrar, valorizar e respeitar os saberes a favor da sustentabilidade; alertar a sociedade sobre a relação direta entre desigualdade social e ambiental; incentivar ações coletivas e articuladas dentro de fóruns nacionais, agendas locais, representações; tendo em vista o fortalecimento e a articulação das populações tradicionais e atuar na criação e estruturação de unidades de conservação considerando as contribuições e anseios das comunidades tradicionais envolvidas.

Entre as ações da Rede estão previstas a construção de campanhas (por exemplo, de consumo consciente e de valorização e reconhecimento dos povos tradicionais), a realização de intercâmbios entre as comunidades para as trocas de experiência, a atuação em conselhos e outras instâncias de participação da sociedade civil na formulação de políticas públicas, o monitoramento das políticas e investimentos públicos voltados para a zona costeira, a difusão de práticas sustentáveis; o estímulo à elaboração de diagnósticos protagonizados pelas comunidades; a articulação do enfrentamento à carcinicultura e a socialização de informações e conhecimentos sobre os manguezais e os povos do mar.

A Rede MangueMar Brasil entende que a rede são as pessoas que a compõem e não uma estrutura externa aos sujeitos que vem para trazer soluções. A Rede Mangue Mar Brasil não pretende de modo algum atuar de forma burocratizada ou se sobrepor às ações que cabem aos movimentos de pescadores, entidades da sociedade civil e centros de pesquisa. A rede vem para potencializar demandas que já existem e não substituir o papel de ONGs, Associações ou Movimentos Sociais. O trabalho da rede é como uma pulsação e o seu grande desafio é garantir a circulação da comunicação entre todos seus integrantes e a participação pela base.
