Comunidades do Cumbe e Canavieira – Aracati protestam mais uma vez contra os impactos provocados pelas usinas eólicas

Desde o início da instalação de usinas eólicas em Aracati, em 2008, as comunidades do Sítio Cumbe e Canavieira vêm denunciando os impactos socioambientais que a instalação de um parque de energia eólica no local poderia provocar. No entanto, a despeito das contestações realizadas pelas comunidades, a instalação das usinas tem sido realizada sem o diálogo necessário e desrespeitando o patrimônio natural e cultural dessas populações.

Num ato de protesto contra o desrespeito com o qual estão sendo tratados, no dia 08 de setembro, cerca de 200 moradores/as do Cumbe bloquearam a estrada que dá acesso a empresa para impedir o tráfego de veículos na mesma. A proposta é permanecer no local até que sejam discutidas as demandas da comunidade e a construção de um Termo de Ajustamento de Conduta (TAC) da empresa. Os comunitários tiveram sua vida e rotina completamente alteradas desde o início das obras. Na estrada que dá acesso a empresa o trânsito de veículos pesados ocorre dia e noite, a poeira e a lama invadem as casas e o barulho ensurdecedor é constante. Além disso, estruturas de casa e de prédios importantes para a comunidade, como a igreja e a escola local, foram gravemente afetados.

O Representante do Governo do Estado Eduardo Diogo, Diretor de Desenvolvimento Setorial esteve na comunidade, no dia 12 de setembro último, para negociar com os/as moradores/as, mas nenhum acordo foi estabelecido uma vez que nenhuma proposta concreta foi apresentada para solucionar os problemas. Diante disso, a comunidade não teve outra alternativa que não fosse a continuação do protesto.

Até o momento, a empresa e a prefeitura municipal de Aracati não estabeleceram nenhum diálogo formal com a comunidade, mas numa entrevista em rádio de sua propriedade (FM Canoa), o prefeito proferiu ameaças a comunidade ao estabelecer o dia 13 de setembro como prazo limite para a liberação da estrada. Caso a estrada não seja liberada, a ameaça é de que a polícia seja acionada para retirar os comunitários a força. O pronunciamento do prefeito, que acusou a comunidade de estar fazendo “terrorismo”, expressa claramente a repressão ao direito de livre manifestação e a tentativa de criminalizar as comunidades e os movimentos sociais envolvidos com a luta pela justiça socioambiental. Em apoio às comunidades do Cumbe e Canavieira redes, fóruns, movimentos e organizações sociais divulgaram nota pública: Carta Aberta dos movimentos sociais, redes e fóruns socioambientalistas.

Sobre os impactos da “energia limpa” no Cumbe
Há aproximadamente dois anos a comunidade do Cumbe foi surpreendida com a instalação, em seu campo de dunas, de três parques de energia eólica - BONS VENTOS, CANOA QUEBRADA E ENACEL -, cujos donos são portugueses. Propagada como fonte de energia alternativa limpa, as eólicas estão recebendo grandes investimentos do Governo para serem implantadas em larga escala na Zona Costeira do Ceará. No entanto, é urgente aprofundar o debate sobre a forma como esses empreendimentos estão sendo difundidos e os métodos que usam para se instalar em territórios onde secularmente vivem comunidades tradicionais.

Para compreender os impactos provocados e a metodologia de implantação dos projetos em curso, o caso do Cumbe — comunidade já fortemente impactada pela instalação da carcinicultura (criação de camarão em cativeiro) — é exemplar. No campo de dunas em que está se dando a implantação dos aerogeradores foi constatada, através de estudos realizados pelo Laboratório de Arqueologia da Universidade Federal do Rio Grande do Norte (UFRN), em 2004, a presença de sítios arqueológicos. Frente a esta constatação, iniciou-se um processo junto ao Instituto do Patrimônio Histórico e Artístico Nacional (IPHAN) para que fossem tomadas as medidas legais de proteção ao patrimônio, porém, até o momento o processo não avançou e a comunidade continua esperando as medidas cabíveis por parte do Estado.

Além de contestar a necessidade de proteção dos sítios arqueológicos a empresa usa o tradiconal argumento da geração de emprego e renda para a comunidade, como forma de invisibilizar os vários impactos socioambientais que essa atividade, da forma como está sendo realizada, traz. Um discurso que historicamente tem se apresentado como uma falácia para as comunidades costeiras. Os empregos prometidos ou não existem ou são provisórios e precários, se restringindo muitas vezes ao período da instalação da infra-estrutura dos empreendimentos. Além disso, outras promessas como a pavimentação da estrada que dá acesso a comunidade, o aumento de investimentos públicos para a construção de escolas, creches e posto de saúde também nunca se concretizaram.

Portanto, no Cumbe e em Canavieiras a energia limpa chega de forma suja. Pois, ao fazermos um balanço da relação benéfico/custo desse emprendimento para as comunidades, temos de um lado lucros para meia dúzia de empresários, apoiados pelos governos nas esferas, locais, estadual e nacional e de outro impactos socioambientais irreparáveis para as comunidades costeiras, totalmente negligenciadas pelo Estado — caracterizando um claro processo de injustiça ambiental. No caso em questão tais impactos se expressam na destruição dos sítios arqueológicos, no aterramento das lagoas interdunares e na terraplanagem das dunas que tem comprometido o abastecimento de água do Cumbe, pois o parque eólico está sendo construído sobre o aqüífero que abastece o município de Aracati.

Além disso, as casas da comunidade, a escola e a igreja, estão com as estruturas físicas comprometidas e os/as moradores/as expostos a poluição sonora, a poeira e a lama produzidas pelo o movimento de caçambas, caminhões, tratores e equipamentos pesados que circulam constantemente pela comunidade no processo de implantação dos aerogeradores, provocando um aumento de problemas de saúde nas referidas comunidades.

As usinas eólicas e o ZEE (Zoneamento Ecológico Econômico da Zona Costeira do Ceará)
Diante dos problemas apresentados, quando da instalação das usinas eólicas em comunidades da Zona Costeira do Ceará, faz-se urgente aprofundar o debate sobre o futuro da instalação desses empreendimentos no Estado, sobretudo, vinculando esse debate com o que está sendo proposto pelo decreto do Zoneamento Ecológico Econômico (ZEE), em vias de regulamentação.

O texto atual do ZEE prevê a liberação de 100% das dunas móveis para a implantação de aerogeradores. No entanto, a realidade associada à implantação de geradores de energia eólica nos campos de dunas do Ceará demonstra a insustentabilidade da proposta. Segundo o documento de análise da minuta do decreto realizado por movimentos ambientalistas “as usinas que estão operando e as em fase de instalação revelam que toda a área ocupada pelos aerogeradores é gravemente degradada — terraplanada, fixada, fragmentada, desmatada, compactada, alteradas a morfologia, topografia e fisionomia do campo de dunas —, pois se faz necessário manter uma rede de vias de acesso para cada um dos aerogeradores e resguardar a base dessas estruturas da erosão eólica, resultando em generalizado e aleatório processo de fixação artificial das dunas.”

É, então, urgente refletir que, embora a produção de energia eólica seja fundamental para enfrentar as consequências do aquecimento global, ela não pode continuar sendo implementada nos moldes atuais, visando apenas favorecer os investidores e as grandes empreiteiras responsáveis por sua instalação. É necessário que os estudos sobre os impactos ambientais sejam aprofundados, que alternativas locacionais sejam previstas e que o respeito às comunidades que vivem na Zona Costeira sejam premissas básicas. Enquanto essas questões não forem revistas não é possível afirmar que a energia eólica é uma alternativa limpa e sustentável.
